Moving from California to Georgia can change both your housing budget and your tax bill. To understand the difference, compare your household's actual costs rather than assuming a lower home price means every expense will fall.
Start with four separate questions: What will you earn after moving? What will you spend each month? What taxes apply to your situation? And how much cash will the move itself require?
Income tax: compare effective bills, not just top rates
Georgia's individual income-tax rate is 4.99% for tax year 2026, effective January 1. California's published 2026 schedule uses graduated rates from 1% to 12.3%. California also imposes an additional 1% tax on taxable income above $1 million. Georgia's enacted tax change, California 2026 schedules, California additional tax overview.
A top marginal rate is not the percentage applied to all of a household's income. Filing status, deductions, credits and income sources matter. Have a CPA compare full-year and moving-year scenarios using the same household assumptions. Ask separately about compensation, investments, retirement income and any business you own.
Do not assume leaving California ends every California filing obligation. Part-year residents generally report worldwide income during California residency and California-source income during nonresidency. Retaining California rental property or receiving compensation associated with earlier California work can require further analysis. California residency guidance, FTB Publication 1100.
Sales tax: the destination address matters
Georgia's state sales-tax component is 4%; California's statewide base is 7.25%. Local additions change what you actually pay. These examples are general combined rates effective October 1, 2026:
Location or taxing jurisdiction | General combined sales-tax rate |
|---|---|
Los Angeles, California | 10.25% |
San Diego, California | 7.75% |
San Francisco, California | 8.625% |
Fulton County outside Atlanta, Hapeville, College Park and East Point | 7.75% |
Atlanta in Fulton or DeKalb, general jurisdiction rate | 8.9% |
Cobb County | 6% |
Forsyth County | 7% |

These are general rates, not a tax calculation for every purchase. Special districts, product exemptions and transaction rules can change the result. Check the exact address and purchase type. Notice that Atlanta's general rate in this table is higher than San Diego's; there is no universal California-to-Atlanta sales-tax saving.
Property taxes: compare the new bill with the bill you pay now
If you have owned a California home for years, your current tax bill may reflect a substantially older assessed value. Proposition 13 generally limits annual growth in the factored base-year value, while a change of ownership can trigger reassessment, subject to applicable exclusions. A comparison using only today's home values can miss this distinction. California Board of Equalization, Orange County assessor's explanation.
Georgia generally assesses property at 40% of fair market value, with taxes determined using applicable millage rates and exemptions. Forty percent is an assessment ratio, not a tax rate. Local exemptions and assessment limitations also matter. Get a parcel-specific estimate for your circumstances rather than adopting the seller's bill. Georgia valuation rules.
Check homestead eligibility, ownership and occupancy dates, and the application process with the relevant county and city. Georgia's Department of Revenue explains that eligible homeowners can apply beyond the historic April 1 deadline, through the end of the 45-day appeal window for their assessment notice. Confirm your exact filing deadline and exemption requirements with the county tax officials; apply early rather than assuming a later window will fit your situation. Georgia homestead guidance.
How much lower is the cost of living?
The Bureau of Economic Analysis' 2024 all-items regional price-parity index was 110.720 for California and 96.293 for Georgia, with the United States set to 100. Dividing Georgia's index by California's produces a statewide price-level difference of approximately 13.0% lower. These are 2024 observations released in 2026—not a current Atlanta household budget or a guaranteed saving. California series, Georgia series, BEA methodology overview.
Use that broad context to begin your comparison, then replace it with quotes and actual bills. A household buying a larger property may spend more on utilities and maintenance even when its purchase price is lower.
Build your personal comparison
Put these items in two columns—current California home and proposed Georgia home:
- Mortgage or rent, using your actual existing rate and a current lender quote for the new loan.
- Property taxes, homeowners insurance, HOA charges and any separate flood coverage.
- Utilities, maintenance, landscaping and recurring service costs.
- Vehicle costs, commuting, healthcare and childcare where applicable.
- State taxes calculated for your household and travel back to California.
Keep movers, storage, temporary lodging, closing costs and vehicle registration costs in a separate one-time budget. Do not add a published cost-of-living percentage on top of individually estimated savings; that double-counts the comparison.
Will my income-tax bill definitely fall? Not necessarily. Rates alone do not answer that question, especially if income changes or California-source income continues.
Will my Georgia property taxes be lower? Compare a realistic new-owner estimate with your existing bill. Home price and existing assessment history can lead to different answers.
